Introduction:

Primary Purpose

CWS is implementing a five-month cash-based food assistance project in Kazumba Territory from August to December 2026. To support this emergency response, CWS seeks to engage a Quality and Accountability Officer. This position will strengthen program quality, accountability, safeguarding, and community feedback systems throughout the response. The role will support project teams in applying humanitarian standards consistently, using community feedback to improve implementation, and documenting evidence for learning, compliance, and donor reporting. The Officer will lead the implementation of quality and accountability principles and ensure compliance with cash transfer standards. Key responsibilities include planning and implementing quality assurance measures, conducting training, and promoting adherence to Protection Against Sexual Exploitation and Abuse (PSEA), the Core Humanitarian Standard (CHS), and safeguarding requirements. The Officer will also oversee the effective management of community complaints and feedback mechanisms.

 

The Quality and Accountability Officer will have matrix reporting to the program supervisor and M&E manager.

Responsibilities

Data collection, management, analysis and reporting (45%)

  • Collates and submits all M&E-related data.
  • Coordinates project monitoring, evaluation, and reporting processes, including development of tools, data collection, analysis, and documentation, in collaboration with the Senior M&E Manager.
  • Analyzes feedback trends and works with project teams to ensure timely and appropriate responses to community complaints and suggestions.
  • Leads or contributes to real-time evaluations, after-action reviews, and learning processes to capture lessons and improve accountability practices.
  • Supports the development and dissemination of learning briefs, reports, and tools that document good practices and accountability achievements.

Compliance, Accountability and Safeguarding Support (50%)

  • Coordinates quality and accountability activities within the CWS Food Assistance Project, ensuring continuous improvement and adherence to the Core Humanitarian Standard (CHS) and Sphere Standards.
  • Collaborates with project staff to integrate humanitarian standards into program design and implementation, including the CHS, Sphere Standards, and sectoral technical guidance.
  • Provides technical advisory support to project committees on quality, accountability, and humanitarian standards throughout the emergency response.
  • Serves as the CWS focal point for the Community Complaints and Feedback Mechanism (CFM), ensuring systems are accessible, safe, inclusive, and well-communicated to communities.
  • Supports the Project Officer in addressing community concerns promptly and in line with organizational policies.
  • Conducts regular field monitoring visits, spot checks, and audits to assess compliance with Sphere Standards and identify areas for improvement.
  • Strengthens collaboration and learning across CWS members and teams in the areas of quality and accountability, M&E, capacity development, and organizational learning.
  • Facilitate training for staff and volunteers on Protection Against Sexual Exploitation and Abuse (PSEA), CHS safeguarding, and community engagement.
  • Promotes the PSEA Code of Conduct and ensures it is understood and upheld by all staff and volunteers involved in project implementation.

Qualifications

Education

  • BA or BSC or other social sciences related fields of studies with four years relevant experience.

Experience:

  • Strong knowledge of Quality and Accountability issues essential
  • Technical competency in the Core Humanitarian Standard (CHS) and Sphere Standards
  • Good knowledge of Monitoring and Evaluation and institutional development/learning strongly desirable
  • Highly developed interpersonal and communications skills including influencing, and coaching
  • In-depth knowledge of issues relevant to the mandate of CWS
  • Ability to coordinate work in a networked working environment
  • Ability to turn strategies into plans and actions
  • Good understanding of the role and added value of churches and faith-based organizations
  • Fluency in French and proficiency in English, Kiswahili, and local languages. Local language including Tshibindi and Tshiluba are
